Any time somebody is going to be reaching into machinery that normally moves, the power must be shut off and a tag and a lock put on. Locks from everyone involved must be placed on the tag. By putting everybody's lock on, it ensures that someone will not turn it on while someone is still in the machine. When the work is done, the tag and locks are removed.
